Planning Supervision Service

Planning Supervision is normally undertaken by either:

Richard Selkirk, M.I.C.E, M.C.I.W.E.M, M.a.P.S. - 25 years experience as a Chartered Engineer.

Simon Wright, BSc (Hons), M.R.I.C.S, M.a.P.S. -  20 years experience as a Chartered Surveyor.

Our  approach to role of Planning Supervisor

At all stages of the process, we expect to be proactive in the role of planning supervisor and not  simply to "ensure" that certain activities take place, as defined by the  Regulations.  Our procedure is normally as follows.

Meeting with client - ensure that the client makes the appointment and is  clear to their responsibilities under the Regulations, and that they are  satisfied as to the competence of the Planning Supervisor.  Request such information relating to he project as may be relevant e.g. existing drawings; client's Health and Safety Policy, knowledge of underground services.

  1. Meet the Designer(s) and review their designs and risk assessments from a  Health & Safety standpoint, both for construction and building use.
  2. Visit and assess the site in relation to the proposed design and impact on the Health & Safety of the public, contractors, the client and the building  occupants.
  3. Notify the Health and Safety Executive of the project on Form F10.  Provide an additional application of the same form, if necessary, due to additional information, e.g. identification of Principal Contractor.
  4. Develop and prepare thr Pre Tender Health and Safety Plan (N.B. The  Regulations call for the Planning Supervisor to "ensure" that this is prepared;  we do not see this as sufficiently pro active).
  5. Liaise with the Principal Contractor to enable him to develop his Health and Safety Plan and assess the result.
  6. Provide such liaison as is necessary before and during the Construction  Phase between the client, designers and Principal Contractor.
  7. Assess the implications of any changes in design or construction procedures, which may have an impact on Health and Safety either during construction,  building use or subseqent demolition.
  8. Collate and prepare the Health and Safety File and deliver to the Client.
